Another Category A Project in China 31 July 2006, Manila, Philippines. The ADB recently approved the US$200-million Heilongjiang Road Network Development Project in the province of Heilongjiang, China. The proposed highway will affect eight counties, 36 townships, 130 administrative villages, six forest bureaus, and 24 forest stations.
