Overview on the IFIs and the ADB - 15 minutes

While the dialogue/forum is NOT just on ADB issues - we will take this opportunity to give an overview - taking off from the fact that the Asians are in Madrid because of the ADB AGM. If there is a significant number of people in the audience who are not familiar with the ADB or IFIs in general - this should be a helpful general introduction as well as a brief update on current issues in the ADB. If the audience are generally very familiar with IFIs, then this can be a more focused and in-depth discussion of ADB. Thus the speakers should prepare for either scenario. The presentations should also include a discussion on the role of the Spanish government in ADB.
Main Panels: Common Issues and Struggles
PRIVATIZATION of WATER & POWER SERVICES-40 min, including 5 min for 1 or 2 questions |
Speakers will give an overview of how privatization of essential services is unfolding in Asia and in Spain/Europe, and the key players involved. Asian speaker will touch on the role of the ADB (financing, technical support, conditionalities etc). The discussion will also point to how the same MNCs are operating in Europe and Asia. It should also include Spanish MNCs operating in Asia. |

ILLEGITIMATE DEBT and AID ISSUES - 45 min, including 5 min for 1 or 2 questions |
This will be an exchange on debt and aid issues and struggles. There is now an South-North International Campaign on Illegitimate Debt, and speakers from both Asia and Spain will discuss the issue the campaign is addressing, the calls and recent developments. Discussion will include examples of illegitimate Debt that involves the ADB.
There is also currently an international process on the issue of "AID EFFECTIVENESS" and Spanish Groups are involved so this session will also include this issue. |

CLIMATE CHANGE - 40 min, including 5 min for 1 or 2 questions |
Speakers will focus on major issues and challenges being faced in Asia and in Spain/Europe in the struggles vs climate change. Asian speaker will include, in the context of this discussion -briefing and update on ADB ENERGY POLICY. Both speakers will address the question - what can be common agendas in the immediate period (i.e. 2 ND Kyoto Commitment Period).

TRADE, FOOD SOVEREIGNTY, AGRICULTURE and LIVELIHOODS - 45 min, including 5 min open forum for 1 or 2 questions |
This will be a discussion in the latest developments in the issue and struggles in the TRADE front (WTO and FTAs), relating it to struggles on Food Sovereignty, Agriculture and Livelihoods. The Asian speaker should also include ADB's role in AID for TRADE, and other ADB policies promoting trade liberalization.

WOMEN and GLOBALIZATION - 25 minutes including 5 min for 1 or 2 questions |
This will be a discussion on women's campaigns and struggles in Asia and Spain - focusing on those addressing globalization issues. This discussion will also ensure that the women's perspective on the above issues will be articulated. |
