Impressions from participation on
ADB’s “consultation” with CSOs on the new CPS for Tajikistan*

Photo by Avilash Roul/ForumDUSHANBE, 14 May 10 -- The ADB called for a civil society consultation on the new country partnership strategy (CPS) for 2010-2014 at its Resident Mission in Dushanbe. About 20 Tajik CSOs participated in the event. The CSOs received the invitation to the consultation in early May without providing any draft CPS or agenda. After participating in this so-called consultation, we found that it was neither a consultation nor a presentation with full discussion. It was simply informing CSOs about ADB’s strategy in the coming years.    

The anti-thesis of the consultation was none of the participating CSOs had a copy of the draft CPS in either English or Russian languages before the meeting as well as during the meeting.  When CSOs asked for the draft CPS, ADB country director for Tajikistan Mr. Makoto Ojiro quipped, “Is our PowerPoint Presentation not enough for you? You may send us your comments based on our presentation.” The presentation contained 12 slides and around 650 words about ADB’s operations for the next three years in a country struggling on many developmental issues. According to par. 66 of the ADB’s Public Communication Policy (PCP) which is now under review, “ADB shall make at least one draft of the policy or strategy paper publicly available for consultation.”

They conveyed strong reservations on such “touch-and-go” event of the ADB.  We asked the country director of the ADB to provide us a draft of the CPS 2010-2014 before Board approval. Also we conveyed strongly that we need sufficient time to study and comment on the draft.

The CSOs also said if the ADB fails to follow these demands, they will announce to the media how improper the consultation was.

We received after three days of consultation the draft CPS but we have to send our comments by today.
