Solidarity Statement with the People of Manipur

We, the NGO Forum on ADB network and allies, stand in solidarity with the people of Manipur as they endure intensifying violence, repression, and egregious human rights violations.


The escalating violence, marked by mob attacks, arson, and the destruction of homes, schools, and places of worship, has torn apart communities and fueled distrust. The systematic targeting, the burning of churches, and the desecration of livelihoods compound the suffering of already marginalized groups. More than 225 lives have been lost, 60,000 displaced, and many more silenced through fear, censorship, and repression.


Despite these dire circumstances, the Indian government has remained largely silent, failing to address the root causes of the conflict or hold perpetrators accountable. Instead, curfews, internet shutdowns, and repressive measures have silenced dissent and restricted access to essential communication and information.


We strongly condemn:

  1. The brutal violence targeting women, children, and vulnerable communities is an affront to human dignity and justice.

  2. The destruction of homes, places of worship, and community infrastructure further deepened divisions and displacement.

  3. The use of internet shutdowns and curfews hinders transparency, accountability, and access to vital information.


We urgently demand:

  1. The immediate restoration of internet services and the lifting of curfews to allow free communication, mobilization of aid, and dissemination of information.

  2. An independent and impartial investigation into all reported atrocities to ensure justice and accountability for victims and their families.

  3. An inclusive and transparent peace-building process involving all affected communities to address systemic injustices and build trust.

  4. Immediate humanitarian assistance to support displaced and affected communities, prioritizing their safety and dignity.


We call on the Indian government, its leaders, and the international community to act decisively and uphold the principles of justice, human rights, and accountability. The people of Manipur deserve peace, security, and the protection of their rights. Together with our civil society allies, we amplify their calls for justice and demand immediate action to end the violence and ensure a path toward reconciliation.
