Re: Request for a Meeting on ADB’s Energy Policy Review and other related plans

Dear Priyantha and David,

Hoping you are both safe and well. We are formally reaching out to your office about urgent matters concerning the ADB Energy Policy Review. In one of your letter responses to us during the ACEF 2024, you mentioned that the said policy will undergo key changes in 2025. While we appreciate this heads up, we have yet to receive any information on the definitive timeframe and key elements/processes involved over its course.

In this light, the Forum, together with its members and allies, would like to request a meeting with your office to further touch on 1) any initial plans for the review, 2) the conduct of public consultations, and 3) the scope of the discussions at this venture. As we enter the third quarter of the year, we find it imperative to initiate dialogue efforts with the Bank and carry on a space for the civil society and constituent communities vis-à-vis the anticipated policy changes in its energy sector. On our side, we are looking forward to arranging it in an earlier timeline, the earliest in the third week of July. Please let us know the time and date would be possible on your end. We will set up a calendar invite and a Zoom link once the date is finalized.

The NGO Forum on ADB and its allies have been actively engaging on matters concerning the ADB Energy Policy since it was first subjected to a review. Hence, we would like to sustain these efforts, in good faith, hoping to foster more people-centered consultations and a stronger Energy Policy, with a clear articulation of safeguards and more robust implementation mechanisms.

Thank you very much and we are looking forward to your favorable response.

Sincerely,

NGO Forum on ADB
